Fairness of Awards an Issue


A recent article by Jessica Abrahams of Powell, Goldstein, Frazer and Murphy, a Washington-based law firm specializing in international and governmental affairs, describes efforts by the U.S. government to at least give the appearance of fairness in awarding contracts for Iraqi reconstruction.

The specific context for the article is a recent decision by the U.S. Army Corps of Engineers to amend an existing solicitation for two contracts to restore Iraqi oil output to pre-invasion levels.

"The contracts are intended to replace a sole-source contract to Halliburton's federal contracting division, Kellogg, Brown & Root," Abrahams writes. "These new, indefinite quantity, indefinite delivery, contracts are being awarded in response to Congressional pressure and opposition to what some claim was an inappropriately open-ended contract to Halliburton." .
